Why does dictator Ismail Omar Guelle hate politicians in Darood community?

The Djibouti people need to be free from dictator Ismail Omar Guelle and his two sons in-law from Ivory Coast Tom and Senegalese Lekula terrorising the Somali people when themselves are not from Djibouti but the Ivory Coast and Senegal.

Wife of dictator Kadra Mahamoud Haid, daughters Haïbado Ismaïl Omar married to Tom, and Fatouma-Awo Ismail Omar is married to Lekula.

This week, the story of the President of the Republic of Djibouti, Ismail Omar Guelle, is widely discussed on social media and places where the Somali community gathers.

Ismail Omar Guelle’s statements which have become stronger these days are about two issues.

1- The role he had in building the government of Somalia in the past 22 years

2- This rivalry between the Darood community, the story that some people have brought to the level of hate




So, in order to know more about the basis of these discussions, we will discuss these two points in this report.

The role of dictator Ismail Omar Guelle in the Somali government.

Somalis disagree the President of Djibouti, Ismail Omar Guelleh interfering a major role in the re-establishment of the Somali government.

Although most of the priorities are given to the government and the people of Djibouti, as some of the peace and government buildings started by the former President of Djibouti, Hassan Guled Abtidoon, now the Third Republic of Somalia, the problem was buried at the beginning of the regime. Dictator Ismail Omar Guelle is and the rivalry between the Darood community

It is widely believed that the President of Djibouti, Ismail Omar Guelle, has a rivalry between the Darood community, especially their politicians. This discussion is very popular in the discussion forums where Darood community politics are debated.




So, what is the basis of these arguments?

We observed these discussions deeply, and one of the things I found out is that the people who sell this theory believe that the 4.5 system that is based on the government of Somalia was implemented by Ismail Omar Guelle.

This 4.5 system based on the political distribution system in Somalia, was originally envisioned by Abdullahi Yusuf and other politicians including Aden Gabyow, who proposed at the meeting in Sodare, Ethiopia to be distributed to Somali delegates.

However, it was fully implemented in the Carta meeting, which led to some clans, such as Darood, seeing their political influence reduced.

Due to the uproar, Ismail Omar Guelle added more delegates to the Darood community.

The argument that Ismail Omar Guelle’s goal was to undermine the chances of Darood to lead Somalia is strengthened by the former President of Somalia, Abdullahi Yusuf Ahmed who wrote a similar report in his book – Halgan and Hagardamo.




On pages 269 and 270, Abdullahi Yusuf comments on a conversation between him and Ismail Omar Guelleh.

At that time, the Carta meeting was going on, Abdullahi Yusuf who was the President of Puntland and the leaders of the factions in Mogadishu were not invited to Djibouti.

Therefore, Abdullahi Yusuf said that he visited Ismail Omar Guelle to find out how the conference is going and the reasons why people left the government, which he means the armed groups that he is one of. He added that he asked Ismail Omar Guelle how he distributed the delegations, and he told him this way.

In the Benadir region, he gave 30 districts from which three delegates (two men and one woman) will come. The total is 90 delegates.

Hargeisa has 10 districts with three people (two men and one woman) and a total of 30 people. Baidoa has 5 districts (Two men and one woman) 15 delegates.

Kismayo and Bosaso – three delegates from one district – which means that their total is 6 delegates.

Abdullahi Yusuf said that he asked Ismail Omar Guelle why he reduced the number of delegates in some districts, such as the fact that the population is small and that it is not important.

Abdullahi said that Ismail Omar Guelle replied that Darood had already gone to the country and formed many districts, but he was not ready to give them other districts.

Relationships

Some people’s arguments about the President of Djibouti’s special push for Darood are based on the argument that Ismail is strengthening the vision of Irrinma, which politically unites the Hawiye and Dir communities.

The Darood debate against Ismail Omar Guelle has resurfaced again during the presidency of Mohamed Abdullahi Farmajo.

Due to the bad relationship between the two leaders, it was sold that it is based on the war between Guelle and the politicians in Darood, which is still there, it has come out that they are well aligned with each other, the current President, Hassan Sheikh Mohamoud.

So, what’s up with these arguments?

In order to find out the truth and how realistic these views can be, we will look at the few points that make up the story.

As told by some Darood politicians who were present, they said that the issue of 4.5 was a view that came from Somali politicians first, that the signing of the Carta was agreed upon by Somalis and it was not an account of Ismail Omar Guelleh.

The politicians who spoke to us underlined that this view was sold by politicians who had political ambitions.

For example, Abdullahi Yusuf was part of the armed leaders who were denied participation in the Carta conference. If there is a conspiracy against Darood, the chairman of the delegates of the meeting was Hassan Abshir Farah from Darood, Ali Khalif Galaydh was elected as Prime Minister, Mohamed Abshir, Abdirahman Farole and most of Isimada Darood were present at the meeting.

As most of the stories of the tribe are abused, yet, Irir is not something to care about a particular tribe, to harass others, it is a word that appeared in the sixties which was a political coup at that time.

The analysts also pointed out that the conflict between Mohamed Farmajo and Guelle was based on the conflict that the President of Djibouti has for Darood politicians. They pointed out that their conflict started when the Horn of Africa Cooperation Council was formed which united Somalia, Ethiopia and Eritrea. As a result, the brothers in Djibouti felt alienated and faced with a country that is in conflict.

The dictator Ismail Omar Guelle hates Darood, and most of them agreed that Guelleh is working his own interests.
