”Friends of the International Community: We welcome the efforts of the leaders of Somalia to advance the priority issues of peace-building and state-building, including the regular meetings of the National Consultative Council. We particularly welcome the renewed efforts to focus on the constitutional review process, resource sharing and federal devolution and reconciliation.”

The press release of the international community, which seems to be specifically pointing to the political conflict between the leaders of the federal government and Puntland, where most of the issues mentioned are between the two sides, has been called to resolve the conflict through dialogue, cooperation and consultation.

“We call on all stakeholders to effectively participate in these efforts, and resolve any disputes through dialogue and consultation,” said the statement issued jointly by friends of the international community safe in Mogadishu.

They also said that they are committed to “supporting Somalia in achieving the issues that hinder state-building, which is the foundation for an inclusive, prosperous and peaceful Somalia.”

The conflict between the federal government and Puntland, which started when they could not understand each other at the last meeting of the National Consultative Council, came to light after Puntland announced that it will act as an independent state, pending the completion of the regional constitution unique to Somalia.

A statement issued by the Puntland administration on the 9th of this month stated that Article 142 of the federal constitution is in accordance with Article 4 of the Puntland constitution, paragraph 3, which gives Puntland the right to act as an independent state.

The press release of the international community was jointly issued by: the African Union Transitional Mission in Somalia (ATMIS), Belgium, Denmark, Egypt, Ethiopia, the European Union (EU), Finland, France, Germany, the Inter-Regional Organization (IGAD), Ireland, Italy, Kenya, League of Arab League (LAS), Norway, Organization of Islamic Cooperation (OIC), Poland, Qatar, Russia, Sudan, Sweden, Turkey, Uganda, Djibouti, United Kingdom of Great Britain, United States Government and United Nations.
