Colonel Aden Ahmed Hirsi, an army officer in Gedo region, said that a plan is underway to divide the Jubaland state by foreign governments, first by Kenya, and to amend the constitution of the Jubaland state, Colonel Aden Ahmed Hirsi indicated that these governments are working with Jubaland governor Ahmed Madobe to keep him in office for until he dies.

Speaking to the media, Aden Rufle said, ”With Ahmed Madobe not in office legally, the Jubaland Constitution is currently being amended, instead of the governor having ruled for four years, according to the Constitution replace or enroll for five years. The three regions of Jubbaland need to be reduced to two and a half regions, such as Lower Juba, Middle Juba and Gedo.”

“As you know, Ahmed did not elect anyone. Kenya has kidnapped people, brought in three MPs and expelled one. The Somali government has rejected it, and that refusal has been carried out by foreign governments,” he said.

He added, “The implication is that when the Jubbaland Constitution is amended, Kenya will give Ahmed Madobe another five years in office, starting after January 2022.”

Colonel Aden Ahmed Hirsi said, “The program, which is being pushed back by foreign governments, includes the Puntland administration, politicians and businessmen, and is based at the NFD headquarters in Garissa.”

Colonel Hirsi said the goal was to bring the land under Kenyan control, following Kenya’s defeat in the maritime dispute with Somalia.

“With the defeat of Kenya in the maritime case, we warn that the two and a half regions of Jubaland will be placed under Kenya, based on the British border between Jubaland and the NFD, as well as the British border with the Reserve Area. The current border is 540km from the sea, and the main objective is to plunder Somalia,” Rufle said.

”Finally, as the Somali government is weak, what we are calling for is that the Somali people, without a government, liberate themselves and liberate Kenya, and fight for their current territory in the region,” he said. ”Gedo, Elwak District and its environs, Lower Juba Region, Badhadhe, Afmadow and Kismayo Districts.”
