Four articles on the Dhusamareb 3 conference that could create controversy and confusion violation of the Upper House and the country’s constitution. Some of the issues raised at the conference were already hotly debated and questions needed to be answered, while others were said to be in violation of the Upper House and the country’s constitution.

1 – Article 9 of the said election commission last national elections, in cooperation with the region. This article violates the laws of the land, because the Independent National Electoral Commission’s duty is to conduct the election of one-person, one-vote system or a general election and not their powers to hold an indirect election or any other form of election.




2 – Article 11 of the Dhusamareb conference states that the election of the members of the Upper House will be elected by the members of the regional administrations as in 2016 so the question is, who will elect the member seats in the Benadir region?

3 – Article 12 of the Conference states that the outcome of the Dhusamareb Conference shall be presented to the House of the People of the Federal Parliament and shall remove the leaders of the Upper House, confining it to the House of the People only.

4 – Article 5 of the Dhusamareb Conference which states that the voters from 3 to 5 seats in the same constituency should be merged to 1,500 people and all of them will vote for the seats in that district. This could cause confusion and anxiety among the parliamentary candidates in the area as the seeks votes from more than three times his community delegates.
