Somali President Mohamed Abdullahi Farmajo said he has suspended any agreement on the transfer, sale, lease of public lands, pending the finalization of parliamentary rules and regulations.
President Mohamed Abdullahi Farmajo said the government has launched an investigation into illegal documents for the Ex-Control Afgoye penitentiary, educational institutions and other areas in Sinai Market.
Given the country’s current electoral momentum, the president said he has banned the issuance of a license for the temporary or permanent use of Somalia’s land, sea and airspace. He said those who try to give away or take over public lands will be held accountable for misappropriating public funds.
The decision by President Farmajo is said to strengthen the circular issued on 18 January 2018 on the misuse and corruption of public lands.
Read below the law issued by President Farmajo:
1. Any agreement relating to the transfer, sale, lease and any other procedure related to the acquisition of public land shall be suspended by Presidential Decree pending the finalization of the rules and regulations of Parliament.
2. Whereas a Law enacted by the Federal Parliament shall limit the scope, duration and conditions of public land licenses, no permit may be granted for the temporary or permanent use of the land, sea and air space of the Federal Republic of Somalia.
3. In view of the current state of elections in the country, the person who attempts to give or take over public lands shall take responsibility for the consequences and legal consequences associated with abuse of power, neglect of national interests and corruption of public trust.
4. No citizen or investor may be legally sold, leased, or donated public lands after February 8, 2017, as stated in a decree issued by the Office of the President on 18 January 2018. Therefore documents and any signature in this regard constitutes an unlawful penalty.
5. This Law shall strengthen the effective decree issued on 18 January 2018 in connection with the misuse and corruption of public lands.
