The Speaker of the House of Representatives of Puntland, Abdirisak Ahmed Said, together with the 2nd Deputy Speaker, Hon. Mohamed Mahamoud Isse, chaired the 4th session of the Standing Committee.

Today’s session discussed the general situation in Puntland, and heard reports from the Chairmen of the House committees, which concerned security issues, politics, the drought situation in Puntland areas, and the illegal attempt to amend the Interim Federal Constitution of Somalia. Reports were also heard from special committees assigned to different tasks by the Standing Committee.

After the reports of the committees, the Standing Committee adopted the following points.

1. That the special committees assigned to different tasks by the House submit their complete reports at the next session.

2. To share a letter of recommendation with the Puntland Government, which touches on the internal security of Puntland, the strengthening of government institutions, judicial and justice issues, drought relief, multi-party system, and federal issues of Somalia.

3. The Committee agreed that the House of Representatives should play a prominent role in drought relief, with the special committee on drought issues continuously monitoring the drought situation, organizing relief, and responding to the impact of drought on society.

4. The Standing Committee condemns any attempt to illegally amend the Interim Constitution, which has never been subject to the legislative process stipulated in the Constitution, and without the participation of the people and the Puntland government councils, as stated in Articles 132 and 137 of the Interim Constitution of Somalia.

5. On behalf of the people of Puntland, we declare that any outcome of any amendment to the 2012 Transitional Federal Constitution, without the full participation of Puntland institutions in accordance with Article 4 of the Puntland Constitution, is null and void and has no legal force in Puntland.

6. We commend the members of the Federal Parliament who opposed the illegal attempt to amend the Transitional Federal Constitution, who faced insecurity and obstruction in their constitutional work, which demonstrates the danger to the institutions of the Somali Federal Government.
7. Finally, we call on all Somali people to work for unity, solidarity, and the protection of the country, especially in protecting the agreed Constitution adopted in 2012.
