The Nairobi conference is seen as a prelude to a larger conference that will announce the formation of the Somali Future Council, which is said to unite the opposition and the Puntland and Jubaland administrations. The council has been described as a political platform that unites the positions of the opposition and these administrations, so that they can have a visible impact against the federal government’s plan.

The opposition and leaders of Puntland and Jubaland have argued that the president has violated the Interim Constitution by changing key provisions, including those related to the sharing of power and the electoral system. They said this was a blow to the country’s past agreements and political unity.

The opposition members and leaders of the administrations also pointed out that the security situation in the country did not allow for the implementation of the one-person-one-vote electoral system, as many key areas were still not in government hands. They added that the hasty move was a threat to peace and the political future of Somalia.

Finally, the conference participants called for political consultations and for avoiding any action that could harm the unity and security of the country. They noted that Somalia needs a political agreement that unites all parties, rather than taking decisions that will result in strong opposition.
