These actions are being directed by Colonel Hamdia Hassan Mohamud of NISA under the direct orders of the Director General of NISA and former President Hassan Sheikh Mohamud, who have taken de facto control of core civil aviation functions. This constitutes an illegal usurpation of authority, a direct violation of ICAO Annex 17 (Security) and Annex 11 (Air Traffic Services), and a deliberate endangerment of international flights.

Repeated formal complaints to the highest levels of the Somali government have produced zero action – clear evidence of systemic failure and complicity.

The Director General of the Somali Civil Aviation Authority, along with the Attorney General, Auditor General, Accountant General, Chief Justice of the Supreme Court, and Governor of the Central Bank, have shown spineless dereliction of duty. They prioritize personal positions and illicit enrichment over national safety, actively defrauding their institutions while ignoring life-threatening violations. Their silence is a betrayal of constitutional and international obligations.




Aviation professionals warn – without immediate external intervention, a major disaster is increasingly probable and imminent.

Failure to act will force the international aviation community to suspend all commercial flights to and from Mogadishu. This will protect lives but will destroy 20 years of international investment and progress in Somali aviation.

The unlawful armed interference with air traffic control, personnel, and security infrastructure is intolerable.

Immediate ICAO action is mandatory – not optional.
