A Turkish-operated or Turkish-supported military drone allegedly attacked former Somalia Custodial Corps Commander General Mahad Abdirahman Adan inside his home in Dolow, Gedo Region. He was injured but survived.

This was reportedly not an operation against Al-Shabaab. It was an attempt to eliminate a Somali political opponent associated with former South West President Abdiaziz Laftagaren.

Evidence confirms that former President Hassan Sheikh Mohamud, Defense Minister Ahmed Moallim Fiqi and the responsible Turkish military commander Brigadier General Sebahattin Kalkan ordered, approved or executed this strike, they must face investigation for attempted murder, abuse of office, violent suppression of political rights and an attempted extrajudicial execution.

Being Commander-in-Chief does not give Hassan Sheikh Mohamud a license to murder his opponents. Being Defence Minister does not authorize Ahmed Fiqi to transform Somalia’s armed forces into a political death squad. And Türkiye’s military cooperation agreement does not permit Turkish commander Brigadier General Sebahattin Kalkan, to select, hunt or bomb Somali opposition figures.

The attack violated both Somalia and International Laws.
•Somali Constitution Articles 4, 10–13, 15–16, 18–22, 33–35, 38–39 and 126–128.
•Somali Penal Code Articles 17, 20, 23–24, 30, 71–74, 125, 226, 250, 329, 332, 434 and 440.
•ICCPR Articles 2, 6, 9, 14, 17, 19, 22, 25 and 26.
•African Charter Articles 1–7, 9–11, 13 and 26.
•Where armed-conflict law applies, Common Article 3, Additional Protocol II Articles 4 and 13, and customary rules prohibiting attacks against civilians and persons hors de combat.

Participation in earlier fighting does not create a permanent death warrant. If he was suspected of committing a crime, the lawful response was arrest, evidence and trial – not a missile fired into his home.
Turkey cannot hide behind the phrase “military assistance.”
Turkish personnel tracked the target, operated the drone, approved the strike and knowingly assisted an unlawful assassination attempt, Turkey Commander Brigadier General Sebahattin Kalkan, will bear international responsibility under Articles 4, 7, 8 and 16 of the International Law Commission’s Articles on State Responsibility. The responsible Turkish officers may also face individual liability.
I demand the immediate preservation of every drone video, flight log, targeting file, intelligence report, weapons-release authorization, Somali–Turkish communication and presidential or ministerial order connected to this operation. Any destruction or concealment of those records must be treated as obstruction of justice.

Somalia is not Hassan Sheikh’s private battlefield. Its armed forces are not his family militia. Turkish weapons provided for Somalia’s security must never become tools for terrorizing or eliminating Somali political opposition.
