In the first year, President Farmajo was between the Presidency and the Ministry of Defence, and finally he decided the way to build a national army with full rights.

Prime Minister Hassan Khaire’s government succeeded in registration and reform, and corrected the rights of the army in terms of life, training and resources.

On May 15, 2022, President Hassan took over a new army of not less than 30,000 soldiers, which has been built and strengthened in terms of equipment, health, practicality and morale.

This success was based on the fact that the government understood the hidden obstacle to the construction of a national army, which is the United Arab Emirates. Therefore, the door from which the evil entered was closed, and the security cooperation agreement signed by the former government of Hassan Sheikh with the UAE government was cancelled. On that day, the construction of a national army began.
The army that was trained in Eritrea was deliberately disbanded, and they were not even allowed to return to their camps.
As soon as they were disbanded, they joined forces in the regions of the country such as Hargeisa, Puntland and elsewhere. Some fled to neighboring countries because they could not tolerate the neglect they had experienced.
When President Hassan returned to power, he reopened the door to evil. He once again put the security file in the hands of the UAE and signed a new agreement that is more powerful than the previous one.
As was their custom, they conspired, and two years later, their plot came to fruition.
The UAE will never allow Somalia to have a national army. They build their own army that is only loyal to them, and they disband other armies. Even Puntland is not allowed to have an army other than the PMPF which they built since the time when Governor Abdirahman Farole signed the security agreement. It is a thorn in the side of security in many Arab countries, including Yemen, Sudan and Libya.
