The Somalia Future Council has once again submitted a letter to the UN Security Council expressing deep concern regarding the country’s political and security situation, calling for an independent assessment, an inclusive political solution, and international mediation.

The letter addresses critical issues, including the electoral impasse, constitutional matters, security, the federal system, displacement, and the shelling of the home of Commander Mahad Abdirahman Adan (Shube) in the Dolow district.

First, the Council described as unfortunate the recent actions taken by the Federal Government of Somalia—actions they stated have obstructed the work of the African Union and the United Nations mission in Somalia, both of which are tasked with providing independent assessments of the country’s political and security progress.

The Future Council also noted that Somalia is currently in a precarious situation characterized by simultaneous constitutional, security, and humanitarian crises, stating: “We are taking this opportunity to directly inform the UN Security Council of the concerning issues within the country.” It was further noted that “the Federal Parliament’s term expired on April 14, 2026, while the President’s term ended on May 15, 2026, leaving the federal administration without a valid constitutional mandate.”

The Council also addressed federal issues—specifically the clashes in Southwest State and Jubaland between government forces and regional troops—placing the primary blame on the failed leadership at Hassan Sheikh’s.
The Council for the Future called on the UN Security Council to convene a formal meeting to discuss Somalia’s constitutional and political situation, hearing reports from representatives of the UN Secretary-General, the African Union Commission, and IGAD. “That meeting must take place before the expiration of the UNTMIS mandate on October 31, 2026, and prior to deliberations on the AUSSOM mandate and any decision regarding the renewal of the current mandate,” the letter stated.

They also urged the Security Council to support an urgent political solution and the establishment of an inclusive, feasible electoral framework, given that the terms of office for both the Federal Government and the regional states have expired. Furthermore, they called for an independent investigation into the airstrike that took place in Dolow on September 3rd, which targeted the home of Commander Shube. They stated that the incident has caused significant concern among Somalis and could impact political stability in both Somalia and the region.

Finally, the statement addressed the issue of displacement in Mogadishu, with the council urging the Security Council to give special consideration to internally displaced persons; this entails ensuring that the issue of displaced populations is reflected in UN assessments and planning, and that humanitarian aid is shielded from political conflict.
